I am not entirely sure. The TOS are incredibly confusing but there's the added fact that they possibly don't apply to paid accounts. There's nothing specifically in the TOS that says you can't be openly queer on LJ. I think the relevant law in Russia is that of promoting LGBT relationships to minors, so people under the age of 18. I'm not sure but maybe marking your journal as containing adult concepts might help get round that one.
